Who Will Implement? You have
provided a very clear analysis of the budget for the fiscal year 2004/5 in your cover
story this time " BUDGET 2004: Populism And Performance (SPOTLIGHT July 23)". As
you have written, while the budget has tried to please all the sectors and tried to be
popular, a challenge of implementation remains ahead of it. At a time, when the entire
country is devoid of elected representatives, who will take the responsibility of the
allocated budget and who will take the leadership in implementing it is a big question.
Moreover, the Maoists are forbidding the presence of any kind of elements representing
what they say as the 'old regime' in the hinterlands. They have already gripped power in
most of the VDCs. In such a case it is very unclear how the allocated budgets will reach
the villages and be used in development purposes as expected. While, the finance minister
takes pride and stresses on the implementation of his old programs 'lets make our village
ourselves', 'elderly allowance' and 'widows allowance', he does not clearly state how the
budget is going to reach up to the people. Sabin
Shrestha Incomprehensive Budget Previous
Budgets always had something to cheer for and something to lament for "BUDGET 2004:
Populism And Performance (SPOTLIGHT July 23)". However, this year, contrary to the
people's expectation, the budget did not have any programs to cheer about. Surprisingly,
it has also not brought any changes in the taxation policy also. So, it has not taken any
bold steps to strengthen the country's dilapidated industrial sector. This year's budget
looks like a mere statement of government's finances and nothing else. Ghanashyam
Khadka Peace Is The First Requirement As the newly
appointed US envoy to Nepal James F. Moriarty has stressed in his first press meet after
bearing office in Nepal, peace is the first priority that anyone who claims to be working
for people should place in his schedule (PERSPECTIVE, SPOTLIGHT July 23). That is the call
of people. The turmoil of the last few years in the otherwise peaceful country Nepal has
suffocated people. It has shown that any other activities, physical development and even
freedom has no meaning without peace. The past years have shown that people are rather
willing for less freedom than state of insecurity every time and everywhere. So, it is
high time that the leaders, bureaucrats, rebels and all others concerned start peace
process without much ado. Nabin
Khanal HDI Is A Mockery While the
people in the rural parts of the country are suffering more and more day by day, it is
strange that the developmental and economic indices-both governmental and non-governmental
are always surging up "HDI: Unity In Diversity (SPOTLIGHT July 23)". One who has
had even a little glimpse of the rural life can easily sense that such indices do not
represent the true state of the rural Nepalese. If the figures are technically correct,
what it can only mean is that the disparity among the upper class and the lower class is
rising more and more. It shows an alarming sign for the future of the country. Greater
disparity means more ground for rebellion in the next decades. The ruling class needs to
be aware of that in time. Prabhat
Nepal Unaware Of The Health Hazards Why is the
government of this country not really serious about the health concerns and other
related problems of the people of this nation? Mushrooming instant noodles industries'
unhealthy competition and the different gift schemes attached to it to fool the
innocent peoples of this country. And now we see the hawkers selling openly, this
unhealthy chana-chatpat and pani-puris etc. and even illegal drugs to spoil our children. We really do
not understand why the government is becoming so unaware and careless day by day
about such serious issues? Yam
Gurung Improve On Tax System The budget for
the year 2004/5 does not bring any good news for people who are sincere towards the
country and pay taxes levied by the government "BUDGET 2004: Populism and Performance
(SPOTLIGHT July 23)". As a job holder in a private organization, I am annoyed
by the government tax system. I hold the view that income taxes should be levied on money
that can be saved. I earn less than a living wage, yet pay taxes up to 25 per cent. What
is more annoying is that I can see my businessman friends enjoying a tax 'exemption' even
though they earning is in six figures. Likewise, I am surprised that, while I with my
meager earning pay so much taxes on my hard earned money, my landlord who earns in six
figures for per month pays no taxes. As acquaintances I cannot express my envy towards
them directly. It is the government's duty to behave justly to all its citizens. Why does
the government not monitor on these tycoons and is only imposing laws on us. Himal
